Olga Yulikova
SCSEP Manager, Executive Office of Elder Affairs

Olga Yulikova is a state director of the Massachusetts Senior Community Service Employment Program (SCSEP) at the Executive Office of Elder Affairs. SCSEP is a mandated WIOA partner. She is responsible for management of the federal SCSEP program that helps job seeker over age 55 obtain employment through subsidized training in the Commonwealth. Olga has been a part of WIOA team since 2016.

Olga Yulikova brings 13+ years of expertise in deep understanding of the workers age 55+ economic security needs and their barriers to employment. She collaborates with state and National SCSEP Grantees. She also works on research with academic teams from UMass, Boston College, Urban Institute on program evaluation and piloting new initiatives to help improve chances for economic security and well being of low-income older job seekers. 

She is a creative and effective program manager with particular interest in complex local problem solving with local resources and multidisciplinary teams.  Olga Yulikova holds BA in biology from Boston University, MA in Liberal Arts, St. Johns College and executive certificate from Harvard Kennedy School of Government.
